I completed my recent practicum placement at ABC Youth Shelter. The Child, Youth, and Family Services (CYFSA) Act, 2017 is the first legislation that applies to ABC Youth Shelter. This Act is provincial legislation enacted by the Ontario government. This Act aims to develop regulations and guidelines about children's services given to families, children, and youth by the children's aid societies and service providers (King's Printer for Ontario, 2022). One of its main goals is to ensure that children and youth live safely and in sound health. The Act encompasses ABC Shelter Youth's responsibilities of catering to their at-risk youth population, assessing youth needs, and coordinating them with any required support services.

The second policy that guides ABC Youth Shelter's work is the Personal Health Information Protection Act (PHIPA), 2004. PHIPA is an Ontario provincial law passed in 2004 to oversee how health information custodians, according to the IPC (2023), use, share, and gather personal health information. Only written consent can be the gatekeeper before one's health information is shared or disclosed, and in exceptional cases, The Privacy of Health Information Act (PHIPA) at ABC Youth Shelter presents the rules concerning health record keeping and any related data, such as medical information or psychological assessment. Doing this helps guarantee that children's privacy is protected, and at the same time, the information is permitted to be reached by care providers when necessary.

Impacts of Policies on Organizations

The Child, Youth, and Family Services Act 2017 significantly impacts the work of ABC Youth Shelter and its frontline staff. The Act details processes like intake and assessment that must be adhered to when a youth enters the program in search of care. Staff do the whole assessment of the young individual to see what their situation is, their needs, what risks they have, and their strengths. This intake defines a service and support most suitable for a teenage attendee. The Act recommends the most important questions, such as the youth's capabilities or consent, which the staff must act on carefully (College of Registered Psychotherapists of Ontario, 2020).

The staff are expected to use teamwork to develop personal service plans and do them together with every client. These plans enable setting goals and provide access to additional services like homelessness assistance, mental health support, addiction treatment, and so on that are compatible with the identified needs of the participants. With this Act, the facilities and the staff are also obliged to report any cases of suspected abuse or neglect. Social workers on the front lines who have a significant role in implementing strategies from the Act should understand the shelter's organizational operations and their tasks as stipulated by the Act. Through it, fundamental input surveys, service planning, references, consent concerns, and reporting reports are established. Such a consistent and systematic care delivery ensures that children and young people all over the country get the best services possible, as their needs are constantly considered.

The PHIPA Personal Health Information Protection Act (PHIPA) significantly influences the practices at ABC Youth Shelter. As an institution that provides hospitalization and social services for low-income youth, PHIPA has stringent privacy standards concerning collecting and using clients' personal health information(Baron & Lemmens, 2023). During my internship at the shelter, I witnessed that PHIPA influences several vital areas, such as the quality of an organization and document management. Staff ensure they obtain clients' written consent before accessing their health records from third-party providers and by coordinating those records internally between shifts. This shows that clients have the right to a high level of control over their private data. PHIPA tells how staff can speak of and disclose patient information to others within the organization and caregivers.

From a technological point of view, PHIPA compliance needs electronic systems protected with passwords to secure electronic health records. Sensitive or confidential papers, such as medical, psychiatric, and substance use information, need to be stored appropriately to avoid unauthorized access. The locked cabinets with limited access are available for this reason only. These restrictions allow for maintaining clients' privacy by filtering out unwanted people and keeping confidential health information hidden. PHIPA involves informal talks and formal staff learning to limit conversation within the framework of only client updates necessary for their care during shift change meetings and informal discussions.

In conclusion, this assignment helped me reflect on how legislation and policies directly guide the work done at my placement, ABC Youth Shelter. It helped me realize that CYFSA lays the foundation for their entire service model, and many of the duties of frontline employees are directed by this Act. PHIPA has even more implications for ordinary operations because it involves how health information must be stored and shared. These are pretty strict legislative frameworks, which may empower or strain our practice. In any future socially oriented work, I will ensure that applicable laws and policies are understood, or else we might end up oppressing service beneficiaries.
