Resource Allocation Progress

Resource Allocation Process (RAP) is an organization's strategic plan to dedicate the resources available to the organization in terms of people, money, and equipment to other projects or initiatives. This will make the use of resources optimal and goal-oriented for the organization. The Planning, Programming, Budgeting, and Execution (PPBE) system is employed in the US Department of Defense (DoD), and it is the primary RAP since it guides the expenditure of resources to realize the defense objectives. Since the 1960s, PPBE has gone through changes and reforms. PPBE “serves as a framework for DOD civilian and military leaders to decide which programs to fund based on strategic objectives and produces the department’s portion of the President’s annual budget request” (McGarry, 2022). The PPBE program is bi-annual, on-year, and off-year. On-year incorporates robust planning and programming to create long-term defense plans. Off-year involves revising the POM to reflect the reality, threat assessment, or technical progress.

Various areas of improvement exist towards a better resource allocation process. It would be better to reinforce connections between budgetary decisions and quantifiable results by evidence-based evaluation frameworks to enhance performance-based allocation. Cross-agency planning would help minimize programmatic overlaps by creating coordination among planning processes. Real-time budget tracking systems would strengthen accountability and allow responsive changes. Also, the decision on allocation can be further optimized by using the latest analytics instruments to forecast future resource requirements. The budget cycle should be streamlined by processing and maintaining a high review standard in parallel timelines, ultimately maximizing strategic timelines.
