The Role of Social Workers in Addressing Homelessness

Homelessness is a thorn in the flesh within the US and other communities worldwide. In 2023, the number of people who were experiencing homelessness on one night was higher than 653,000, which is the highest record since the national reporting began (Garcia et al., 2024). The causes of homelessness are complex interactions between structural factors such as poor housing and insufficiency of the social safety net, along with individual viewpoints such as dependency and historically experienced childhood trauma and evilness within the identified system. Due to their attachment to advocacy and social justice, social workers play a fundamental role in countering homelessness at the micro, mezzo, and macro levels. Nevertheless, their interventions are often constrained by system problems.

Causes of Homelessness

There are numerous interconnected and complex causes of homelessness. Structural factors such as systemic discrimination, poverty, lack of adequate housing, and unemployment are known to be the leading causes of homelessness. Low salaries, increased housing expenses, and limited access to medical services can aggravate the situation. Personal and relational problems that also play a role are domestic violence, substance abuse, and mental illness. Substance abuse is the most common cause of homelessness. Two-thirds of homeless individuals attribute their status to drugs and/or alcohol as a significant contributory factor to homelessness (Zhao, 2022). Besides, systemic injustices and social exclusion place marginalized groups of individuals, including racial minorities, veterans, and LGBTQ + youth, at a disproportionate risk.

Micro-Level Interventions

Social workers directly support homeless individuals and families at the micro level. This includes crisis intervention and case management, as well as mental health or drug use disorder counseling. Social workers are focused on providing support and counseling to different categories of clients with a strong focus on prevention, reduction, and coping strategies regarding social problems (Mette et al., 2020). While executing long-term housing applications, social workers often connect clients with direct resources such as food programs, shelters, and healthcare services. Since these individuals experience high trauma rates, trauma-informed care has become a necessity at this level.

Mezzo-Level Interventions

At the mezzo level, social workers communicate with communities, organizations, and groups. They can collaborate with local institutions to establish housing and employment programs. Social workers could also promote support groups to assist individuals leaving homelessness. Peer support workers provide supportive listening and care. In addition, they assist in housing and accessing social and health services. Peer support has shown promising outcomes for homeless individuals (Isabel et al., 2025). Social workers also collaborate with health services and non-profit organizations to provide wraparound support. This level is important for strengthening the community network and ensuring the availability and sensitivity of services to culture.

Macro-Level Interventions

Social workers are necessary to respond to the structural injustices that result in homelessness, change the system in a structural way, and directly influence federal legislation. Education gives them an advantage in supporting organizations that deal with homelessness, support social justice, and deliver efficient services to the disadvantaged group. Because of the establishment of new jobs and the inherent stigmas surrounding homelessness and employment with homeless individuals, the funding of homelessness services is creating a shortage of labor in the labor market (Gallup et al., 2022). Social workers are also involved in social education aimed at enhancing social inclusion among homeless people and overcoming the stigma. They hope to reduce barriers and develop long-term and systemic solutions by functioning at this level.

Challenges for Social Workers

Social workers intervene in homelessness in various ways, although it is crucial. Among the problems is the inaccessibility of affordable housing, which minimizes the effectiveness of referral and case management programs. High caseloads and a lack of funds restrict the resources and time spent to help each client. Moreover, social workers become stigmatized and have a negative view of homelessness, compromising the community-based programs and advocacy. It is often hard to get housing or medical services due to bureaucratic hurdles and fragmented systems of services. The lack of specific information on homelessness during master's studies may lead trained professional social workers to manifest microaggressions and bias towards people experiencing homelessness (Gallup et al., 2022). Finally, due to emotional tension associated with dealing with traumatized individuals and living in chronic poverty, clients and social workers can also face burnout, which only exacerbates the process of service provision.

Conclusion

Personal susceptibility, institutional obstacles, and structural injustices cause homelessness. Social workers develop systemic advocacy, intercommunity cooperation, and direct intervention to tackle this problem on the micro, mezzo, and macro levels. They also face such difficulties as the shortage of housing, the insufficient financing, the effect of stigma on the population, and the burnout of employees. Although social workers have a critical role, overcoming homelessness sooner or later is associated with teamwork and holistic policies that alleviate the factors causing homelessness. Social workers can significantly impact homelessness by investing in social services, widening access to medical institutions, enhancing affordable housing, and improving the conditions of at-risk populations.
